Frühstartrente for children (draft bill): 10 euro a month from the state is planned (as of 8 October 2026)

The planned Frühstartrente (early-start pension) would have the state pay 10 euro a month into a retirement depot for every child from age 6 to 17, but state payments only from birth year 2020. It is not law yet: the government draft is in the Bundestag. What is planned, who would get it and what still has to happen.

Kurzantwort: The Frühstartrente is planned as 10 euro a month that the state pays for every child between their 6th and 18th birthday into a retirement depot (Altersvorsorgedepot). State payments are planned only for children born in 2020 or later; for older children under 18 a contract is possible, but without state payments. It is not law yet. As of 8 October 2026: the federal government has tabled the draft (Bundestag paper 21/7864), the Bundestag debated it in first reading on 25 September, and the Finance Committee held its hearing on 5 October. Neither the Bundestag nor the Bundesrat has decided. The planned start is 1 January 2027, first for children born in 2020.

10 € / month — Planned state payment per child aged 6 to 17, only from birth year 2020, according to the government draft. Not law yet (as of 8 October 2026).

As of 8 October 2026. This is a draft bill. The Bundestag vote, the Bundesrat's consent and promulgation are still missing. Details can still change during the process. This page is updated whenever something changes.

People searching for the "Frühstart-Rente" usually want five things: what it is, from when it applies, how to apply, how it relates to the Altersvorsorgedepot, and what it ends up being worth. This page answers the first four with what the draft says, and says openly that the fifth cannot be answered seriously.

Where the law stands right now

  • Government draft "Gesetz zur Einführung einer Frühstartrente": sent to the Bundesrat in August 2026, submitted to the Bundestag on 7 September 2026 (paper 21/7864).
  • Bundesrat: opinion on 25 September 2026. The government replied on 30 September (paper 21/8296). It agrees to one proposal (a paused contract would end its pause automatically once own payments resume, at no extra cost), will examine a second (only one tax-supported depot per child up to 18) and promises to examine three further requests.
  • Bundestag: first reading on 25 September 2026, public hearing in the Finance Committee on 5 October 2026. According to the Bundestag's publications there has been no final vote so far.
  • Still needed: a Bundestag vote, then the Bundesrat's consent (the draft expressly provides for a decision "with the consent of the Bundesrat"), then promulgation. Only then is it law.
  • Planned entry into force: 1 January 2027. The special fund for the collective investment is planned to be set up only on 1 January 2028. Payments for children born in 2020 are meant to apply retroactively from 2026. When providers can first submit applications is set by the Federal Central Tax Office (Bundeszentralamt für Steuern), so actual payments may start later.

What the draft provides: who, how much, from when

Children would be entitled if they have completed their 6th year of life but not yet their 18th and are registered with their primary residence in Germany. The state would pay 10 euro for every month in which that applies and a qualifying contract exists, so up to 144 months. Arithmetically that is up to 1,440 euro of state payments, before any investment return. If the contract is opened later, the earlier months are meant to come as start capital from the collective investment, whose value can fluctuate. The money would not go to the parents but directly into a contract in the child's name.

Under the draft, children born in 2020 (those who turn six in 2026) are covered at the start. From 2027, each year's cohort of six-year-olds is added. Older children under 18 can also have a contract, but without the state payment. Parents or grandparents, for example, could pay in on top of the 10 euro, up to 6,840 euro in total per calendar year.

How applying is meant to work

Under the draft, you would normally apply for nothing yourself at an authority. You open an Altersvorsorgedepot contract for your child in its simple standard form (Standarddepot-Vertrag) with a certified provider. The Frühstartrente is paid only into that. By signing, the provider would be deemed authorized to apply for the Frühstartrente once with the central office (the Deutsche Rentenversicherung Bund), unless you object before signing. For this the provider needs, among other things, the child's tax identification number. The central office would pay into the contract. A written decision notice would be issued only on special request. For each child, the Frühstartrente would be paid into one contract at a time. Without the child's tax identification number there is no entitlement.

Without a contract: the collective investment

If the parents open no contract, the federal government would still invest the 10 euro per month, collectively for all children without a contract, through a special fund called "Frühstartrente" managed by the Deutsche Bundesbank. Whoever opens a contract later is meant to have the start capital accrued until then, including returns, paid into it. This applies if the contract is concluded before the 35th birthday. Under the draft, funds not used for a birth cohort revert to the federal budget after the end of the calendar year in which that cohort turns 35. The Bundesrat asked the government to examine informing the person once more before that. The government has promised to examine it.

Frühstartrente and Altersvorsorgedepot: not either/or

Under the draft, the Frühstartrente is not a separate product next to the Altersvorsorgedepot. It would be paid into an Altersvorsorgedepot contract, the product that the Altersvorsorgereformgesetz of 26 May 2026 reorganizes (for the depot itself see the article "Altersvorsorgedepot 2027"). Under the draft, a seamless transition into the tax-supported private retirement saving is meant to be possible after the 18th birthday. The capital can only be transferred in full: up to 18 to another standard depot contract, afterwards to any certified retirement contract.

What is meant to apply to the money

  • Payout in principle not before the 65th birthday, and only as an old-age benefit. The capital cannot be borrowed against, sold or seized. Under the draft, withdrawal for owner-occupied housing under the Income Tax Act (Einkommensteuergesetz) stays possible. After the 18th birthday the cancellation limits fall away, but an early payout can then lead to the state amounts being reclaimed.
  • Returns stay tax-free until the payout phase begins. The payout in old age is taxed later, and the part resting on the Frühstartrente is taxed in full.
  • Until the 18th birthday providers may not charge acquisition or distribution costs, including when switching provider. Ongoing costs are not ruled out by this.
  • Until the 18th birthday your own payments can be paused while the state's 10 euro keep flowing. In that period only the part from your own contributions can be cancelled, or the contract is transferred in full to another one.

What cannot be calculated seriously

How much is there at the end depends on return, costs, your own payments and duration. Published end amounts rest on return assumptions that nobody can guarantee. Miravel therefore gives no figure of its own for the Frühstartrente and does not (yet) include it in the simulation, because it is not enacted law. How regular saving for a child up to 18 can develop is shown on the Kinderdepot page, with the assumptions visible.

Frühstart-Rente for children: what is it?
A planned state contribution: 10 euro a month for children from their 6th to their 18th birthday, paid into an Altersvorsorgedepot contract in the child's name. State payments are planned only from birth year 2020. As of 8 October 2026 it is a government draft bill, not law yet.
Frühstart-Rente: from when will it exist?
Entry into force is planned for 1 January 2027. Children born in 2020 are covered first, and from 2027 each year's cohort of six-year-olds is added. This requires the Bundestag and the Bundesrat to pass the law, which has not happened yet.
Is there a Frühstart-Rente calculator?
The draft fixes 10 euro a month. What that becomes by retirement age depends on return, costs and your own payments and can only be estimated with assumptions. Miravel gives no figure of its own for it. The Kinderdepot page shows how saving for a child can develop, with the assumptions visible.
Frühstart-Rente or Altersvorsorgedepot: which is better?
The question does not arise that way. Under the draft, the Frühstartrente would be paid into the child's Altersvorsorgedepot contract. They would belong together: the depot is the product, the Frühstartrente the planned state contribution for children between 6 and 18.
How do you apply for the Frühstart-Rente?
Under the draft you open a standard depot contract (Altersvorsorgedepot) for your child. The provider would then apply for the Frühstartrente once with the central office (Deutsche Rentenversicherung Bund), unless you object beforehand. This is not possible today because the law has not been passed.
